I actually like justicar in dragon priest. Healing a velen's minion or twilight guardian for 4 rather than 2 will often times let it trade with more than 2 minions. It's all preference though.

It's not preference. When a deck is played properly there is a definite best card based on the ladder meta (what decks are most popular).
There is definitely a meta where healing taunts for 4 and healing self for 4 (trading for value or against face decks) but I don't think this is the one.

when your goal is to maintain board control, you can't afford playing a 6/3 minion for 6 manas that will usually not even heal your minions for 4 the next turns
atleast for the list i've posted (i think it's probably bad in every dragon priest tho)

Well if you play it on turn 8 or 10, getting to heal your board for 4 or 6 is pretty significant if you're playing the value game.
I don't think I would play it right now though since face decks are struggling aside from Tempo Mage

it's not the goal of the deck
vol jin would be way more useful than justicar for exemple
or even a second zombie chow since early board control is the key

I'll post my list when I'm home. I made it myself as I don't look decks up, but I climbed pretty much the entire ladder with it and the occasional control warrior games.
