It's the same reason why snake trap sucks. It triggers too slowly, and even when it does, the result is underwhelming.

I actually run both Bear and Snake trap and it forces some pretty bad plays out and is generally awkward to deal with. Combine it with cards that synergize with Beasts and it works well.

Think of it this way; on turn 2 you have the option of bear trap or a minion like juggler.
On turn 3 juggler would be able to attack, while the trap probably hasn't triggered yet.

Also with taunts like misha and hound master, the trap might never even trigger when you want it to.

Even if you want to be unpredictable and counter the meta, snake trap is a better choice.
It is easier to trigger and has synergy with juggler.
