Rep is determined by join date and fg typically. Although FG can lie and so can join date if a person is desperate enough.

You just have to use best judgement. I will vouch for user as I have talked to him all day and he is in the same position I was. REALLY wanting to play with FG/things to spend but nobody to trade him a key. If you have a key nrvuser will pay you 25k fg directly after he sees your key works.
