The entire concept behind pay to win is that you pay in either:
- exorbitant amounts of time
- money
Exorbitant: (of a price or amount charged) unreasonably high.
An "unreasonably high" amount of time is NOT required to build a competitive deck.

Some time investment being required to obtain items is not unreasonable or unique to hearthstone and does not make it pay to win.
Its merely 'pay to avoid having to put in as much time to get cards, which are all obtainable through free-to-play'.
Above a certain low threshold additional money spent doesn't even help.Ooh you can make your cards shiny. Good on ya.
There are many instances of people reaching legend in the first month of f2p accounts, with countless people being competitive on f2p or low-pay accounts over longer periods.
