But like, is getting a 3/2 out of a shredder considered "good" rng? Is having your minion win a brawl the same amount of good rng as getting fiery war axe in your oppening hand?

You just say whether it was good or bad and track it that way.
So in your examples all 3 are "good" unless they start with a 4 health minion and your war axe was useless in which case it is just "even" both players had good players.

that's an extremely biased way to do it though

it's honestly almost impossible to accurate analyze RNG because there are SO many instances of it in-game and you can't quantify all of them... people talk about "topdecks" and stuff but they forget all the draws before that draw they had to draw that card, and all the RNG that goes into starting hands and initial draws that everyone always ignores

It's not biased. If it's in your favor it's good. If it's not it's bad.

if all rng scenarios had a 50/50 chance of being beneficial, then sure

effects are usually much more complicated than that

Yes! But it was 3 then 1 in second game,so do i add only 1 or i add 2 with echo so i can make it 3,or is there some other logic even better?

Not really.
Your boom bot does 3-4 damage or hits a favorable target.. Good RNG
The favorable target isn't a 50/50 but doing 1 damage to something with 1 HP left is definitely good

Unstable portal gives you something and it's a good card for the matchup or a good tempo swing in general. Good RNG

I just think you'll find in many cases there's no clear cut good vs bad rng. Like, if a boom not could have killed a minion, but instead set it up to trade for your 2 drop, is that good? What if you had to kill a knife juggler? I just don't think it's always so obvious if something was good or not, especially when it might not be a factor until several turns later.

then dont take those cases into account... if the boom bot target mattered a lot in the current turns = good rng. If it didn't = not good rng. If you didnt rly care dont bother.
