As it stands hopefully you get emperor out turn 6. turn 7 him hero power. Still then its too late if your not running abunch of end game. and draw into something nice.

So basically you play a 4/4 and have the chance to play any other card that you draw for free. Can be Giants, Sylvanas, Jaraxxus, Emperor, Ragnaros, Healbots, Drakes, Argus, Siphon Soul, Dr Boom, Belcher, Shadowflame and many other new cards that could be OP as fuck.

And the opponent has to deal with it immediately, just like the Emperor, otherwise you could lose the game instantly. Except that in this case, it would be a lot worse than the Emperor for your opponent.

This card is bad.
The only cards you want to draw is Jarraxus, Mal Ganis or a big dragon meaning it targets really slow decks and has a weak body.

Yeah it's a lot like emp, except a worse body for higher cost that is even easier to deal with. Also happens to be less likely that it will reduce the cost of something useful...
