Uh, he's not a valid target unless on the field.. so if he's played from hand- no, but if he's actually on the field (using voidcallers deathrattle)- yes.

jaraxxus is a demon,so you can sac pact him as a hero also.

Jaraxxus is a demon in the warcraft lore. It would be counterintuitive if sac pact didn't work versus him.
