agree Dr. Boom is nr1 for sure. but nr2 might be different. are you playing mostly 1 class? sylvanas wouldnt be my 2nd craft. ragnaros imo fits more builds if you play across all classes.

dr boom is the only excellent neutral legendary
the other ones are class legendary (mal ganis, grommash, tirion, antonidas)

Sylvanas is pretty good... And ragnaros..

and cant forget majordomo executes.. I put him in every deck men

well, you dont play sylvanas in any deck, ragnaros is pretty bad/horrible in the actual meta imo

Depends on the class you want to play but you definitely want neutral legendaries first
I recommend you get dr boom 1st then sylvanas

loatheb and sylvanas are in nearly as many

though yes boom is probably the most common by a bit
