It's hard to say who the best player in terms of skill is because they could just be getting unlucky..

Pavel has won three major tournaments in the past year, including the Hearthstone World Championship. Luck can only take you so far.

Winning doesn't make you the better player

Any of those RNG rolls could have gone the other way once per tournament and he would have 0 tournament wins

You're right, winning ~125 of his last ~175 matches was just luck.
