If you have already done the story one one character you can just go into the WP, step outside (e.g., outside of Hood's instance) and then switch to the character that needs it.

it doesnt work for me it says i need to be in a public hub because my mission is private or something

That is the key part. So if you're doing Kingpin, use the waypoint and leave to the upper east side then switch.
