I think it's because generally Storm's don't use TM or that her Slot 1 is better than that.

? i thought a lot of storms usse TM... and her slot 1 is definetly not better has 0 skills on TM

+1 energy/+640 to lightning/crit rating/critdmg and +6 to stormbreaker is more useful

Sorry I was so rude yesterday. Agree with nOminal. She has a very good slot 1 and TM isn't a common skill except for those that use her to farm trash for credits which then you will want ruby cane from Kingpin.
