For the Defensive Grade 1 Costume affix the max health % you can get is 10% right?

Anyone confirm/deny?

I've read everywhere and it says 10% is max for Grade 1, but I tried re-rolling for a little over an hour last night and not even a 9%.

10% sounds right. The highest I've ever had or heard of was 11% and I think that can only be rolled on grade 2 and higher.

yeah, grade 3 is 11% and grade 4 is 12%

I'm so damn unlucky.
