So far I have deadpool and cable at 35+ and I have thing at level 1 scarlet witch at 1 and storm at lev 21, I put 5 bucks on my account thinking of picking up black widow how is she?

Black widow is amazing. Probably the best bang for your buck in my opinion.

I'm currently debating whether to pick up punisher. Although I've already bought over $100 worth of heroes and costumes (individually I might add).
