yes. it unlocks at level 16 or 17

answer is not quite.

3x costumes are required, the recipe is at 20 and the costume you get in exchange is 100% random.

oo my fault. i misunderstood the question. this is correct. i was referring to swapping costume stats which is actually unlocked at level 4 crafter after today.
