fyi to use that u need crafter lvl 10 and at lvl 13 hawkeye id assume u prolly have a long long way to go to use that. plus it costs 200k credits to craft

lvl ur crafter by donating shit gear to it. takes awhile to get lvl 10 crafter but its pretty needed
