Nah, they do. It's just misleading. As far as I can tell any energy power that uses spirit, i.e. a non-basic attack they don't work for. I was going to use 2x to steal life with thor's bring the thunder/call the lightning, but it only works on meele swipes (which he's pitiful at), same with jean, and rr. So basically if you've built a character in any way that doesnt focus on an energy based basic power these are useless.
