I couldn't DL the game from the normal installer, people here suggested I download Stream and download it from that program. I had never used Stream before but it worked great and I'm now playing the game.

Delete a file in the marvel hero folder. It'll fix it, I just did it because I ran into the same issue. It will check files, find that a file was missing, download that file, and it puts you right back to downloading. (I deleted a 1kb)
