And don't you want Special Find over Rare Find late game? I don't understand why I keep seeing cores with Rare over Special or would having Special Find make it worth even more?

These aren't really too important. people chose the core that is better whether it is rif or sif.

So, I'm seeing now that if I rolled costume affixes before level 60, they stay low as shit and do not scale at all while leveling.

Aka, I have to re-roll all my costume stats again at lvl 60 to get higher ranges. FML.

All you need to do is equip a level 60 core and it should scale them up.
