it makes sense for heroes to be rare. Because once you have them, you will have them for the next 10 years you play. And everyone one you find that you alraedy have... you will sell.

They have to make their money on this, and I think its perfectly legit.

It creates longevity of a game having a high rarity.

Not really being with that lvl you most likely completed the raft quest and thats how you got her.

I agree too. I'm just trying to get a feel on how rare the heroes actually are. I have a decent amount of the heroes from the PP, so it's not that big of a deal. At this point I'm definitely more interested in the chase costumes.
