Any Artifacts that have an Ilv Lower then 25 are common because people leveling alts.
This artifact has multiple posts on Jsp Alone leaving it worthless. (And its a small community. Imagine hundreds of players in here)
Artifacts that are high demand though are less common because of the demand. People buy em to use em.
If ya wan't low level Artifacts go run through the story a few times. Your gonna walk away with a lot.
I meant common overall. Not the actual drop % or rating of item.

I heard Artifacts are based on Rarity %. I believe if you highlight the stat on your Character UI it will tell ya whats what. (At work)
Also you have to farm appropriate level mobs according to Ilv on Artifact.
