This is true.
Open up your character stats and mouse over the "Special Item Find" stat.
When doing a daily for the first time each day, you get a cube shard and have a chance at special items(heroes and costumes). You also get bonus loot for doing the daily boss for the first time each day. Red terminal bosses are considered to be a different boss than the green terminal versions as well. You can get epics and keys any time you kill the bosses, but the chances are increased for doing the daily for the first time each day.

Sounds pretty untrue to me and sounds like a rumor made by people crying when they dont get good drops as I have gotten plenty of epics after first kill of the day including cosmic keys as well as gear and tokens are just epics with a VERY small chance to drop. Its all luck there are some with 80+ hours and haven't seen one drop and there are guys that have put in 1 hour and got one already. I personally have found 2 costume drops even though they were the same one. and the second one was off T1 shocker after I had already killed him like 3 times that day helping others out.
Epics and cosmic keys are not considered "special items".
Also the dailies like to either reset at random times or don't reset at all. You will know you did the daily when you get a cube shard drop.
