No it doesn't I have personally tested it and a Dev has stated it on reddit.

I personally own one. It doesn't have as high as a % but I can look up Dev post if you would like.

Also who are you playing some Heros / Items have + HP regen / Minute. Perhaps your seeing that proc.

Very interesting. When I tested it it was with a weapon that was life on hit so perhaps artifacts work , but items don't.

its not life steal, its life on hit. how often it procs also depends on what skill you're using. i have one of these on my cyclops with 20 attacks per second on his optic barrage, if i'm lucky it procs once every 3-5 seconds. sometimes it fails to proc on 10 secs straight. I think life on hit is nerfed for high attacks per second, which makes sense. in beta, i had one of these and could tank any boss in the game with a barrage like attack. so they definately nerfed it pretty bad.
