The best f2p options that have been around are TERA (amazing combat), RIFT (well made WOW clone), or Star Wars the Old Republic (unique and great pvp).
There is also a brand new mmorpg called Inspirit Online that just went into open beta that has really fun combat and an extensive pet system.
