Guess they completely changed their tone then.
Last news about the CBT was that it was going to be International and not require KSSN.

Also that doesn't say you need a KR account, just says you need a Nexon Account (isn't specific)
so who knows, just gonna have to wait till the actual announcement since why bother peddling a CBT to the english community on their blog and not let them play it since they said CBT will be available in English. (among other languages)

seems lots of people are confused and upset about this.
