I would reccomend all good DotA players to join these bots. If you're a noob, there are -em games as well so you dont have to think about having to farm for forever

Hosting your own games? Yes, and no. Only registered users may choose which maps are hosted. However, registering is free on their websites

If you meant simply playing on them, then yes they are free for all to use. However, stats are recorded, so if you're rusty in i.e dota, then I'd reccomend playing on another acc
and practising on -xxem instead of going for the normal games first

Found that ent isn't hugely active myself and take too long to fill. Partly cos they have way way too many bots.
