Basically he has the ability to soak up tons of damage, which means you should build him suited to that.
Items that are good

Poor Mans Shield
Hood of Defiance
Phase Boots
Aghanims

Later
HoT
Radiance
Assault Cuirrass

The problem is. The more damage you TAKE; the more quills you will shoot, because the counter uses the actual damage taken, not the damage in the attack. If you reduce the damage, the reduced version is counted. On the other hand, surviving longer will allow you to quill alot more.

Skillbuild
(1. Nasal Goo)
1./2. Quill Spray
(2. Bristleback)
3. Quillspray
4. Bristleback
5. Quillspray
6. Warpath
7. Quillspray
Max Bristle
Max out Goo

I agree that bristle should tank up, but I don't really like your build Pascal.

PMS is nice, but I think a stout by itself would serve its purpose early on, unless you're against serious harassment.

A Ring of Basilius/Bracers early on to stay in a lane and support your partner. Phase for a nice bonus to armor early and phase of course. Hood-> Pipe and then your choice of luxury. If you want or need to really tank, Heart, if you want offense Shiva. Assault is nice, but I don't see how it could really benefit him by the time he'd get it, it would be nice team synergy if someone else got it though.

Alternatively you can get a couple of bracers, and if you farm well go the radiance route, working on tankier items afterward. He's actually a nice carrier, as he can cause a fair amount of AoE damage.

As for skills, I would max quillspray/Goo first, as goo makes for a better skill early on ( it almost makes you semi-useful, almost), skilling his ulti at 6/11/16 and bristleback right after the other two skills are maxed. If you're against impressive AoE/fast pusher, bristleback before goo.
