Meepo is fail because at the start he sucks, and he needs to get fed to be good.
Plus with 2v2 the other team has more gold therefore they can harass you better and also farm Dagon quicker.

If you can get to late game he is good, but in most 2v2's, the games dont last quite long enough.
A good 2v2 hero is Lucifer and also Lion is great.

Uhm for carries I don't really know, probably Tide or Troll for Pubs.

Permastun with Troll while Lion disables the other guy.

I'd suggest going the same build you do for 5v5s if you're going to use him in a 2v2 (i don't think id use him though)

but id probably go for these items if i were to use him.

treads, mek, vlads, assault cuirass.
