there is not a clear answer for this question. but obviously it will be a "carry" hero.

I just went 37-6 with void in a -arso game.
2v4 and Me n chen rapes 4 pubs.
I was imbafeb though.

I wouldnt say the "best" hero needs to be a carry.

there may be the best late game hero, which would be a carry. but the best all around would probably be a simi-carry
