you need to do it all. If you haven't configured your connection and any other firewalls you have then obviously it won't work.
so make sure
1. set you're connection to a static ip address and use this static IP for both of the below to use as their IP. No use opening the port when you still get random ip's, sometimes it'd work, other times not if u did it that way (if at all).
2. you've opened port 6112-6119 in all firewalls
3.you've gone into your modem (all have some sort of inbuilt firewall) and open up port 6112-6119.

so HOW TO:
#1:
http://www.howtogeek.com/howto/windows-vista/quickly-open-network-connections-list-in-windows-vista/ open it up right click the connection you are using then click properties, go to TCP/IP and go back to guide. i presume you could get the command line up to get current ip adresses.
#2 depends on firewalls, do you have any and have you dealt with windows firewall? not entirely sure how to do this on vista.
#3 presuming you could get the command line, take the gateway ip and put it into an internet browser (YES JUST COPY AND PASTE IT IN!) access routing/port forwarding or other such names. it will ask for username and password. try username: admin password: admin then put 6112-6119 and put in your ip address you created in #1
