Banlist is easily bypassed, which is why I personally find no reason for it. People still leave if games have BL, as many other pub hosts don't even use BL.

I assure you that more than 70% of all DotA Hosts do NOT use banlists.

Note that I said hosts, not players. I host all the time, and I sometimes get people that use banlist, but seldom few do.

None of the rooms I joined has used banlist, unless you count in 06, when LC wasn't as popular and WC3Banlist was known by many

stop playing pubs and join a league or find a clan that scrims alot
