The most typical pub owners are heroes where you need some form of knowledge about their skill set. Since you'll either be nuked from 500-0 in no time or a special ability like bloodseeker, where you cant run due to his ulty.
Therefore tinker/blood/zeus/luna/jugger, are probably some of the easiest heroes, jugger/luna people will 1on1 and thus die, zeus/tinker loads of nuke in a very short amount of time, bloodseeker if you dont suck at last hitting you can stay in lane forever and your ulti is a pub killer.
Not to mention the fact that blood/luna/jugger stays good over the entire course of the game, semi carry/semi gank. You need abit knowledge about tinker before you can start farming like a chineese with him. But once you get used to his farming method, he can be very strong late game too.
Other pubbie stompers include high hp heroes with a nuke, balanar luci and so on, hard to kill and people tend to forget their nukes.
