And like said b4 -- storm needs itams to be owner -- Orchid to counter him, and some gank b4 he comes to gank you

storm is a great hero if their team doesn't have a silence and if you're a pro rice farmer.

whenever i use him i go solo lane and don't even try to do anything but farm until i have bloodstone / treads. then i start ganking and farm up a sheep / orchid / shiva asap then its pretty much gg.

as for being balanced, i think he really is. he's good if you get like 75 CS by 15 minutes, but if you end up farming badly he's worthless for the whole game

if u got Silence / Long time Stun/disable his not much of a problem ..

but if u dont there is pretty much nothing that can stop him ...

now its just about the player playing him ... if he is skilled he will most likely own the game .. if he sux he can maybe stay alive all the time but not much effectiv ..

when i play him vs decent players (not pro's not noobs) i easy end up 20-25 / 0 Sometimes

i think there alot other heroes that needs to be nerfed Before him

well, im just thinking they should fix his cooldown a little

Putting a cooldown on his ulti would hurt him severely. It already costs a buttload of mana, no need to nerf something that isn't broken. In all reality, he's not that great.
