Yes, I was referring to macros, (IE people binding keys to execute more than one command at a time) and for a while during the second season or w.e way back when, it seemed as if many people were in fact doing shit at inhuman speeds when watching replays.
So I gave up.
Needless to say, I just recently found out that they ban people for doing that as I have become interested again.
More or less, I found a good reddit forum with a very nice guide, with videos etc. etc. to help me properly get back into the game.
As for macromanage, it refers to economy and unit/structure building etc.
I've got a lot to learn this weekend. lol
The "macros" you are referring to were never game breaking. There were a few uses, like spamming infested terran quickly, but they weren't game changing and never resulted in an undeserved win. I've NEVER used things like this and I do fine. Seriously, don't even give this subject another thought because it's a terrible reason to not play sc2.
As far as your other question: at the highest levels, all three races will force you to play as fast as you can. Protoss is probably the easiest to macro with (I'm talking about the traditional starcraft definition of the word macro which you can read here:
http://wiki.teamliquid.net/starcraft2/Macro) BUT like I said, you're not going to run out of potential actions if you've got the speed. Just play the race that is the most interesting and fun to you. I improved by watching streams and copying people.
