My question for anyone who has finished is does that let you replay any map with all the max upgrades so you can get the Hard mode (master category) achievements easier? For example like having lvl 70 kerrigan on the second map.

No.

It will downgrade your level according to the campaign.

The real shitty part is. If you're trying to get the lvl 70 achievement, you actually have to redo the entire campaign, you can't just go back and grab the missing levels

Ok shit I thought I was doing something wrong because some of those hard mode achievements are harder than brutal so I thought I was behind or something.

Like kill all the dominion buildings before the nydus worm reinforcements arrive (on the early map) was hard as fuck.
