Sometimes, Keys 1 to 4 will not work. This has been and off and on problem. One minute they work, then other times won't. Sometimes I have to press hard or rapidly to get them to work.
Does this mean I have to get a new keyboard? or is the driver need to be updated. Or is this something different, because all other keys work.

Probably keyboard. Do they function well outside of SC2 or is it a universal problem?

It's the keyboard. You can try looking for drivers but honestly it's probably a physical issue.
One thing you could try is removing the key caps on the 1-4 keys and see if something is lodged under there. Or use compressed air to clean out the keys, I'm not sure what kind of keyboard you're using. If they keyboard is really broken you don't really lose anything by trying, even if you break the keys, but be gentle with removing the caps.

The weird thing is that it only happens when I restart my PC, other then that it works perfectly, its not sticky, its perfectly clean

Yeah, but its rare, like once a month for 1-2 minute , but everytime I restart, it does that, and now its been bugged for an hour

New Batteries,Out of Wireless Range, Updating Drivers, Stuck Keys, Chord, Usb Port.
