It's the keyboard. You can try looking for drivers but honestly it's probably a physical issue.
One thing you could try is removing the key caps on the 1-4 keys and see if something is lodged under there. Or use compressed air to clean out the keys, I'm not sure what kind of keyboard you're using. If they keyboard is really broken you don't really lose anything by trying, even if you break the keys, but be gentle with removing the caps.
The weird thing is that it only happens when I restart my PC, other then that it works perfectly, its not sticky, its perfectly clean
