It's more accurate than anything you are going to get on jsp.

Just as accurate/even more as some random person you dont really know explaining how he/she thinks it works.

Points don't really matter, its MMR that gets you promoted or not
You can be winning games at a 1:2 ratio and you'll still manage to gather points due to opponent favored bonuses and bonus pools.

1:2 is pushing it

generally speaking you need a positive WLR and rank 1 for a while

I've never held rank 1 ever but still been promoted
and I said he will get points (13~15 win points + 13~15 favored bonus vs 9~11 loss points, meaning you'll still have positive changes to your points at a 1:2 ratio) so points are not very telling of being close to promotion or not.

You do need a constant positive WLR vs favored opponents to be promoted.
