Nah, that is somewhat true. But if you really want to get better you should always be playing your best/training. Do you think the people who are better did nothing? They trained/work really hard.
Plus you have to account, hard work can only get you so far. Just like in sports, people have that natural ability/are able to achieve things others can not.
But I guess you can argue even through hard work you can be just as great. For the romantics out there.
