i am sure there is a skill level where this is true (i would say dia-low master)
but below dia the toss (me) is still ridiculous bad and can lose to any terran strategy without the terran be exponentially better

Yes, he's good. His macro is amazing. But the amount of damage sOs did in game 3 should have ended the game without question. There is a limit on how much is skill and how much is Terran as a race just being strong in the high tiers of play.

He lost so many oracles to mines, same as stalkers, and bogus didn't REALLY lose that much economy. It was a fairly even trade with bogus having an extra OC qnd as we all know, mules imba
