Gaming and Internet, since we use similar alphabets (sure some languages have extra letters/different pronunciation etc.), there is little to no need of localizing game content, so you end up being exposed to English if you play games and browse Internet, since the biggest databases are in English too.

and English music is pretty popular in Europe

LOL I remeber my english exam, my teacher actually was dissapointed in me getting second highest possible grade insted of the highest possible.

either way to answer OP's question, Korean's don't practice english. Not at all. They are not exposed to it, they do not wanna talk it. Everything in korean tv/media is korean.. they get their movies with korean voice-overs.
when they use the internet they go on korean sites.

europeans (most of them), does not have their tv shows and movies dont voice-over, I think it's only France, Germany and Italy that gets near 100% of their media content translated or voice-over.
For me, my half sister got a english boyfriend when i was 4 years old so I was forced to learn, but also wanted to learn. I wanted to be able to communicate with him!, also I played diablo 1 from when i was 5 or 6 with my elder brother. Naturally we gathered the new terms to us like a sponge.
I'am very confident in my english skills.

ye everything is translated from english to french in France... i'm in high school (i'm 16) and to be honest, everyone in my class suck at english. (but still, compared to korean, they can at least say something whereas in korea they only know very basic stuff such as "hello" or 'thank you").
And ye, i agree when you say that koreans are not exposed to english. for instance, in France many ppl play games such as cod, lol, dota etc.. so they HAVE to communicate in english otherwise nobody understands what they're saying while in korea, they basically just speak korean to others (they even have their own words like gosu or chobo^^ so they dont rly use english as much). Plus most of french ppl use facebook youtube google wikipedia etc .. so even if it's just 1 word or 1 expression written here and there, it's still english. (in korea they dont use google but naver which is a 100% written in korean)

Well, in Poland we have shitty ( IMO ) english education system. In high school i had only 3 years on english lessons, and tbh, they were shit. Now at univ i had 2 years of english only ( atm im on last semester ) - but only engineering language, so that helped a little, cuz i want to move to UK or smth for work.
In polish TV ( english tvshows or movies ) are translated and have fucking 'voice-over' original sound. That sucks and thats why i dont watch tv - i heard 2 weeks ago that the newest shows have option to choose what language u want to have in show - english + polish subtitles or polish voice-over - i guess that a good step.

Tbh in Poland if u want to learn english u have to do it in your own. From my side i watch loooots of Tv-shows/moves with english subtitles and read books in english + talking in english on skype/teamspeak with 'fellow gamers' - English Guild in WoW was an awesome choice.

And yeah, ppl in Poland are fucking lazy to learn egnlish, i hear a lot that ppl prefer playing sc2 with polish voices ( or other games ) and that scares me, cuz its pretty shit and their excuses are : "But i live in poland and i want to play games with polish voices", same goes for movies/tv-shows, they arent watching them even with polish subtitles, they are waiting 1/2 years for voice-over version.

Conclusion: Most of poles are retarded if it comes to english.

Standard Eastern Europe tbh. Game/movie related things translated/voice overs fucking freak me out in hungarian, sounds so fucking lame, you guys can't even imagine.

Ai ovat vai? Minä kyllä vähän epäilen tuota väitettä.

I can pronounce that. even if it would be terrible, I could do it. A korean could not. That s the big difference..

European languages are more similar to english then korean, sentences order, grammar etc
Koreans have to learn a new alphabet etc, it's totally different.

Completely depends on the country.

Here in The Netherlands, lots of shows are aired in english with dutch subs. Also the bar for english tests is set quite high because our country relies heavily on logistics and trading for our GNP.

haha, who says u can't learn stuff by watching the "idiot box" and nerding out on internet?
I guess if they did some stuff differently in Korea, Korean parents won't have to spend thousands(yes they cost that much) of dollars sending their kids to learn English at prep school, who at the end of the day, speak English less fluently than Europeans that learn English from school and simply going about their everyday life.
