Give it a chance imo. Before, it was a vulnerability to have ghosts or hts ahead of your army because they could easily be fungalled and picked off. I think people will be able to go after infestor energy much more aggressively now without the potential for expensive losses. Could even use those units as bait or a means to scare a zerg army away if your emps and feedbacks are fast and accurate.
The hots fungal nerf on the other hand is way too early. Both protoss and terran early games were buffed with the addition of hots units while zergs was unchanged so now its harder to get to the mid game comfortably AND the mid game infestor option is weaker.
personally I think the early and mid-game should be without infestors ... the extent of terran innovation in HotS is pretty much limited to battle hellions (and widowmines that will likely be defensive or not used at all). So I'm not sure that terran early game is stronger in any significant sense...
Protoss over-committing and recalling back will lead to some very strong aggression though, no doubt

with vipers on t3, nobody is going to want to skip infestors to mosey into hive tech, but by the time they're on hive, nobody is going to spend for vipers AND infestors. seems like a dipshit move to put a role overlap on hive instead of spire vs. infestor
once the infestation pit is down, hive is practically free ...... I don't see the problem here. It seems it's just a question between spire or infestation pit first.
Also, even if viper was on spire tech, choosing to drop a spire over infestation pit will mean you've effectively chosen vipers over infestors, just like if it were at the tier 3 level
