the word relative applies again.. my tv is relatively better then your monitor, but it does not give an edge. not that the other games we play apply to this thread derailment but no, i do not play call of duty, theres nothing wrong with fps games though.
Stop going on about only the response time.
Also, most of the tvs that boast say a low response time or whatever probably use grey to grey rather than black to white response etc. But thats somewhat irrelevant.
heres anotehr example but this LCD is 120hz, most monitors are 60 not 120.

Also dont forget your actual ping will play a part here too, as will mouse input lag etc
Please note that i've already said its completely moot really for games liek sc2 though.
Very small things that can add up. Its like squeezing out 10 minerals 40 times during a game f.e back when you could get the extra minerals through the worker queue trick or w/e it was called resulting in an extra expansion
