It means that the build will be very effective in top diamond / master, not below, because people dont play meta, and its in these leagues you will learn to macro, to scout, to react. Don't be supply block too.

What do you mean your globally safe 'meta' builds won't be effective in lower leagues? It's counter productive to view each league as having its own 'meta' as then you will attribute losses to the wrong things. When you lose, it's because you didn't scout well enough or macro hard enough or micro a particular battle well enough. There is one 'meta' and it's effective at all levels of play.

Everything else you said made sense. Just the quoted area in is wrong.

First of all go into custom games and repeatably perform the same build order over and over again until you have it locked into your muscle memory. Try to start with at least 2 different openers against each race (you can expand this later) - From this point you will start to execute the builds in each match up and make a mental note of what causes you the most problems with it or at what stages of the game you lose (this may be because your build is slow or executed poorly so you need to take note of this as well).

From here now you learn " Branching " Which is what you information you take in when you scout i.e your opponents opening build whether they're attempting an economical play, an aggressive play or baiting you (keep that scout alive!) this will decide how you transition your tech or whether or not you need to start applying pressure yourself to gain some map presence. There's obviously a lot more to it than this but this is the very very basic starting platform if you wish to improve your game. Don't do things on a whim! Try to be calculated and KNOW what you are doing every step of the match.

If you feel you're beginning to execute poorly or build orders aren't as smooth as they were after practice it's time to go back to custom games and start re integrating it to your muscle memory. Also find people who are slightly better than you or around your skill level and play them constantly over and over and over again until you start to win at least 50/50 or more (Ideally) You can befriend these people in ladder if they're like minded as well - and try not to rage / play with angry players it's counter productive and stops you absorbing information.
