try reinstalling on a different hard drive or partition, maybe your hard drive is thrashing on some files

my hp laptop always does that when i played w3 dota way back

I think there is an issue with the router. I Don't know any technical terms to describe it, however. When my roommate is playing games, at the same time that I am? I experience the lag. When he isn't doing anything? SC2 works fine.

Not sure why the router can't handle the data or stress from just the two of our games though? Will let him know and see if we can get it replaced. (Again)

Bandwidth. Unless it's a REALLY old router, it's probably the ISP/your internet as opposed to your hardware.

it's the same for me. Fucking router that the provider gave me and which i have to use.
i did like everything to fix the issue on my pc until i tried pinging an ip on both my laptop and pc while playing. whenever i have that lag, i have timout/packet loss on both pcs.
problem always occurs whenever i run a twitch stream on high or source while playing.

are you both using wireless?

try plugging into router w/ ethernet cable and usually that makes laggy shit stop :unsure:
