I didn't know it was 3 I usually hit my second at around 7-8 min in max.

you can do 1rax expand every game vs toss, it's save nowadays

Timings are attacks triggered by a certain level of army value. Timing attacks are often done around hitting a supply number or finishing a key upgrade (+1 and stim, for example, or having 4 medivacs). Maxed just means 200/200 supply.
