Yes. The game finds your league by making you play until you start achieving a 50% win ratio. When you start winning a few games, the game will think "Oh, I've dropped him far enough now, let me move him up slightly in MMR and then give him a new league."

thats pretty risky... if he was terran before there might be the chance to rank up while playing zerg or protoss.
