This is pretty much the answer. Playing against a player going 24 mutas can be very difficult to deal with because the Zerg is being aggressive instead of passive. The purpose of mutas is to delay the Terran from pushing out and using drops. However if the Zerg does go this way he is going to be very late on his hive tech, but he should be expanding a bunch to compensate for it. As Terran just make your marines and some turrets at each base. If you can sneak a drop into the zeros base that is a great opportunity to expand or push because his mutas will have to go all the way back to his base. Thors are a huge investment just to hold of the muta harass. I think it comes down to apm and using your marines wisely to deal with the harass. If you manage to kill off all of his mutas he will be so far behind in tech that you could just push and probably see no hive units at all and just kill him.
#1 ... you will never kill all of his mutas. If you're lucky you'll get 1 or 2 with a marine stim
#2 ... throwing drops out on the map when he has mutas is probably not too smart unless you're pushing at the same time

At the end of the day you have to accept the fact that when you push you could get a bunch of scvs raped ... just push quickly and decisively so he gets less time to destroy your base. Also, lair is only required for 2-2 and baneling speed
