Is there any way to reduce fps in game other than:
- using gamebooster,
- setting every detail level to lowest possible,
- turning off aero,
- setting power options to performance,
- setting priority of the task to high ?
Is there such thing like Counter Strike's config ?

reducing frames per second helps you in what way exactly?

maxframecap=60

go to your variables text file in your Starcraft 2 File that holds all of your replays, and open it. Once you open it, set alternateLowTextures=0
