started 2 days ago, i'm like level 16 but i can't type in public chat it says i have to complete 5 missions. anyone know more about this?

Thats normal the game options open up as you gain levels.

They added this recently to keep people from trading/buying things until they have completed those 5 quest lines. It is a pain...
