I decided to mess around a bit and semi twink a level 19 Tr. I noticed I wasn't getting any of the buffs or whatever they do in the 10-19. My guy was sitting at 5k Hp and died pretty easily. He was critting for 2-5k always but seemed to do next to nothing to everyone even guys I seen had no gear? Can anyone answer whats going on? And maybe never winter doesn't upscale 19s just confused.
