Yes exactly.. The ammo is what makes it good.  The fact you can spray constantly with it and never run out of ammo.  I've had other high dmg pistols but the fire rate + scope + inf ammo steals it for this one for me.

Well yes.  As a siren running up to someone with phoenix on and spraying at their head is pretty effective.
